I disagree, that is exactly what minimization is for. Otherwise my next question would be: what is the point of minimization?

It does seem contradictory that there are multiple workspaces configured by default yet Unity is being designed to effectively ignore...
I don't believe there is.
But you can install compizconfig-settings-manager and enable the application switcher plugin. You'll need to either disable the Unity switcher or use different shortcut...
